NHL's intention when this started was that PA announcements are for the FANS, not the players.

Would argue PA announcements are for the fans, not the teams. Some guys could argue they don't speak English well enough. Didn't see anyone tell the Florida bench that he had been tossed -- so, he wasn't "ordered to the dressing room" as the rule states. In fact, he was on the ice when play resumed!

Going to say it's a grey area about whether the official's public announcement constitutes "ordering the player to the dressing room". Would still argue it is on the officials to let the benches know who has been tossed. Fact he was on for the faceoff is on the refs.
