We can see that service is more stable at lower traffic levels, but once people get online during the data things start to go haywire.

At this time, it is unclear whether the erratic nature of the blocking is the expected behavior or a symptom of a system that isn't working properly.

Internet in Iran has been partially restored since the total shutdown, but service is very unstable. Different services are blocked at different times for different users and it changes throughout the day.

They all look very jagged, like maybe a new traffic filtering system has been installed and can't keep up.

As of 3:30 AM IST, January 27, IODA observed a sharp increase in Active Probing. This signal measures connectivity to the global Internet by pinging devices on Iranian networks and collecting responses in order to label networks as connected.

IODA's Telescope signal shows signs of sustained, partial recovery since ~7:30 PM Jan 24th. This is the first sign of sustained recovery of Telescope, which measures unsolicited Internet traffic rom Iran to the global Internet since the shutdown began.
