Santos stole the personal & financial information of at least 11 people, incl. family members & elderly, cognitively impaired donors. He used their credit cards to make unauthorized charges & transfer $ to his campaign/personal accounts.

He continues to pardon/commute for those that either suck up to him, he can relate to in the types crimes, or both.
