I've heard that when someone doesn't get why humans would be kind without the threat of hell, its admitting their own malicious desires.

There's a reason you only hear this from the 'party of personal responsibility'. Nobody needs anybody else's help to hold themselves personally accountable and nobody who is for bullying expects to be the target.

They're looking for socially acceptable ways to justify the abuse of others.
