If Montclair's problem happened in Jersey City or Newark or Camden, there would be calls for state control.

In NJ it's always been de facto segregation. Having the 6th most districts per capita in the country is a feature not a bug. Any politician claiming they can fix a district without looking at the whole system is just jingling keys.
