This also provides workers with a legal method of coming into our country and working.

In order to join this program, foreign workers would need to register in their home country via an app. Anyone already in the country illegally would need to return home, register and then return. Anyone found in the country not registered after a certain date would be deported and ineligible.

I don't understand why they can't pass legislation enabling a low-skill visitor labor program that would enable farmers and construction companies to use foreign labor in a controlled manner.
