Denmark 2nd tier only allows self referral and choice of specialist from what I understand, It pays specialist the same amount. If anything, self referral would likely increase the need for specialists. UCP's system has been shown to increase cost and worsen outcomes. It's been proven repeatedly

I think they are misrepresenting Denmark's two tiered system. People can pay copay for choice of specialist and to self refer, that specialist can only make the same amount as regular service. It's not more lucrative for physicians and so does not take away from physician pool.
