When I lived in big cities the ”killer feature” of subways wasn’t speed (tho they are fast) it was frequency. When they come every few mins you don’t have to plan your life around a schedule. Just walk into any station and wait a few mins (or frantically run down the stairs when you hear one coming)

Unless the city is prepared to pay for major HOV infrastructure like gates, barriers, cameras, rRID passes, etc. (which they're not) enforcement is a joke. HRP will enforce it the way they enforce cellphone usage – nada. It'll be a free-for-all. Which is what Andy wants.
