You pointing to something interesting: What is hope actually? In everyday speak I probably use hope as a feature in the human psyche, like despair or anxiety. Here, hope indeed seem to be tied to an idea of development or progress towards better states.

I think so. It could be tied to the present. At present the EU is a good collection of states providing freedom and welfare for their citizens.
It could also be connected to learning from history. Both ideas are from Timothy Snyder originally. But I like them:

The instability in Georgia is about ourselves. EU is a dream for many counties in the periphery, but we are not willing to defend those who try to get in. This is one of the reasons why Georgia’s government is choosing a friendly stance to Russia. Agree?
