It’s not just a production deadline - there’s also a decision-making deadline that is even earlier. I can’t know for sure, but I’d bet a large percentage of papers have very little capacity to remake their Sunday A1 on the fly. And it’s not close to their top priority anyway.

I bet it has a lot to do with deadlines, and how printed editions of most U.S. newspapers are produced now.
