Some paragraphs read like satire.

I don't think he is not an idealogist. As all chancelors he is in a coaltion and quite noderate. But sometimes, in his public speaking, he uses unfortunate phrases that are open to interpretation and which he later has to explain. I believe this is another example.

But he also made an unfortunate remark in which he suggested that if Trump didn't want to talk to the EU, he could talk to Germany instead. This weakens the EU as a negotiating partner.

The US government is not allowed to withdraw the equipment to the US, because these costs would need approval from Congress.Therefore they made this strange offer to Poland in order to "withdraw" the troops without Congress involvement.

But they need to build a combined structure to coordinate the national forces both in the definition of the needs and the building up of capabilities. Furthermore to have a structure to react quick and coordinated to new situations.
