I don't think it's point scoring & grudge settling. I think the rest of the world sees Americans destroying their empire and now feel emboldened to speak to Americans as they have been spoken to. Because Americans don't see others as their equals it feels like point scoring and grudge settling.

Harper's cuts led to huge losses of institutional knowledge. Followed by over use of consultants which compounded de-skilling of the Federal workforce. We once had one of the best bureaucracies of any national government. Not now and Carney's cuts will compound the problem, which JT tried to solve.
