There's a very strange expectation that any one proposed science reform must:
1) Fully solve a problem
2) Solve MANY vaguelly related problems
3) Have zero negative impact on anything
No single reform like that exists, so the status quo bias reigns and everyone gets pretty weird about it.
Has the scientific reform achieved its goal? Did it go too far? Not far enough?
