Personally, I consider "police state" to mean a government that monitors individuals' private activity. Monitoring the operation of registered and regulated machines in public space seems reasonable.
I'm not sure offhand where to find that data. The City did a tree canopy study in 2018, I'd reach out to the people involved with that and see what they have.

My SIL was crazy about the momos and some dish consisting of fried goat innards. The wife and I are more paneer tikka masala people than goat guts and yak people, so we tend to hit Spice Kraft a lot more often ourselves

We make it with coconut milk and the wild rice pilaf from Aldi
