It’s almost as if the problem with Trump is that he doesn’t feel bound by any agreements.
Obviously, the solution to this problem is to negotiate a comprehensive trade and security agreement. And maybe even throw in a few sweeteners, like repealing a law or two, to entice Trump to keep negotiating.
