my guess is that FAA asked DOD how long these ops would be occurring, in maximally aggressive form they replied "AS LONG AS IT TAKES FOR A WARFIGHTER" and the FAA maliciously complied by closing airspace for 10 days, expecting this response from Congress, airlines, etc.
