World's top court paves way for climate reparations The world's highest court Wednesday declared that states are obliged under international law to tackle climate change and warned that failing to do so could open the door to reparations.

👉 The coerciveness of policy instruments and the likelihood of their implementation remains low across sectors.
👉 EU membership and development status are associated with the gap between climate mitigation pledges and policies.

Inter alia, we find that:
👉 3/4 of the 105 countries covered have failed to translate their most recent NDC targets into national policy
👉 Countries tend to have their most balanced and intense policy mix in their largest emitting sector (often energy)

Structure of the Vertical Policy Harmonization Indices

How can we assess the implementation gap existing between climate change #mitigation pledges under the #ParisAgreement and national policy-making? In our just published Climate Policy article, we use a public policy approach to develop two Vertical Policy Harmonization indices that do just that.

👉 Differentiated policy approaches to CCS from cement and waste incineration plants;
👉 Promoting early investments in CO2 transport infrastructure to limit long-term costs;
👉 Expanding international collaboration on carbon markets.

👉 Promoting wood use in construction;
👉 Sustainable management of biomass resources for capturing carbon while addressing competing uses;
👉 Supporting production and import of sustainable aviation fuels to comply with blending requirements;

We identify policies and measures to scale the adoption of the most promising Carbon Management Technologies to address hard-to-abate emissions in Switzerland under the four narratives, including:

Using the Swiss Energyscope Model (SES-ETH), we build upon four narratives of Switzerland’s energy and climate policy to model the role that Carbon Management Technologies – including CCUS, DAC, wood in construction, and biochar – may play for reaching the 2050 net-zero GHG emissions goal.
