Frustration with government is mounting across western countries, but we must resist the impulse to slash and burn.

The harder, but more courageous, route is one that brings people with us to build effective institutions that last.

But the challenge of agency is also about courage.

We need a state that will stand up for its decisions, that will fight for what they believe is right and take responsibility when things go wrong.

Without courage, even the best designed institutions will become impotent.
