Oh I know this one! States cannot pass laws that (1) discriminate against and (2) unduly burden interstate commerce. In other words, only Congress can regulate interstate trade, and states cannot interfere with that authority.

I’m not sure there’s a risk to an allen charge. I think it’s unlikely anyone budges based on the note. Then you get a partial verdict plus a mistrial on count one. Later you can decide whether it’s worth the effort to re-try him on count one.

I imagine they would need a judicial warrant or probable cause to arrest Lander though. If Lander was mistaken about the nature of the warrant required, he still reasonably requested proof of authority to arrest and indicated he’d comply if shown to him. Tough to prove intent on possible charges.
