I wonder, though, that if this hard limit was in place, would those situations have actually even happened? My point stands: we would all, without a doubt, be safer with our speed throttled. Fewer deaths is fewer deaths.

How often would you encounter a situation that acceleration is the ONLY way to avoid an accident? Slowing down is going to be the safer reaction in almost all circumstances. And to Michael’s point, throttling car speed is going to prevent WAY more accidents than the rare acceleration scenario.
