How long does it take to confirm the loss of military equipment?

The loss of this entire Russian S-400 division remained completely unknown for three and a half years!

Apparently there was a city meeting in Hutchins, Texas, tonight. Hutchins is the location of DHS's newly announced 10,000-person concentration camp. What I've been told is that city officials were unanimously and adamantly opposed to it.
