Look at the MA state House...the salary is meh, but the Speaker can hand out stipends for committee heads etc. We have quid pro quo, Speaker support, for cushy stipends, and committees that *don't even meet* so Speaker can hand out favors. We've had most Speakers end tenure in jail for corruption.
