Basically there's a way to analyze this type of data with repeated measures of the same person, and they didn't use those methods and instead treated each issue as it's own observation. Also small sample size and almost insinuation results.

I'm finally reading this paper but my first thought is anybody on earth good at predicting how long a task will take them....?

Setting aside the small person sample, randomizing the tasks within developer is....super odd? Wouldn't we start to expect a lot of order effects?

Dear colleagues,

I want to give you a heads-up about a motion I’ll be bringing forward at our next Council meeting on June 10, which recommends a temporary pause on awarding new bike lane design and construction contracts.
 
This motion responds to a number of converging issues:

 Increasing frustration among residents, businesses, and transit users about worsening traffic congestion and a lack of system wide planning.
Project costs have escalated substantially, with the AAA bike network now expected to cost roughly $93 million almost quadrupling the original estimate.

The Province has recently signaled a shift towards building rapid transportation in and out of HRM, and the LINKS NS Regional Transportation Plan will soon offer further guidance.

And critically, we are not achieving the goals of the IMP to deliver a balanced and efficient mobility system.
 
This motion simply asks that we pause new contracts and receive a report listing projects that could impact traffic capacity, along with an exploration of alternative ways to meet our active transportation goals without compromising the flow of buses, commercial vehicles, and private automobiles.
 
This isn’t a step backward. It’s a step toward doing things more inclusively and in a way that meets the IMP goals of delivering a balanced, connected, equitable, and efficient mobility system that works for everyone.

I look forward to the discussion on Tuesday and welcome any thoughts beforehand.
