He is doing this very carelessly without analyzing everything. It amounts to no less than bullying, and there could be a bit more emotional maturity used in this process.

It would be more prudent to do a thorough review of each department and determine if the department is truly wastful, rather than putting everyone under one umbrella.

He needs to watch himself. While i agree that the government needs to reduce waste, there are labor laws that need to be adhered to.
