Excellent thoughts as always Sam. I would say that some of the delays are self inflicted by applicants failing to provide information in a timely fashion eg not supplying title plans for finalise a S106. But outcome of cost cutting is at play for most councils with the delays to central processes

It cuts both ways. Had lots of cases where a developer is looking to secure portfolio position via a speculative outline application with limited details supplied eg no clarity on unit numbers, parking/traffic impact etc so you can’t give a clear answer on mitigation.

The timetable is tough once you formally start the process, but there’s an huge incentive to never start in the first place. It becomes even easier to blame the gov for any development that does get allowed at appeal whilst avoiding the pain of allocating sites.
