When they prioritize routes for more frequent service, are they just going with the ones that already have high ridership? Because any lack of ridership on the 38 is clearly because it has such infrequent service.

What seems odd to me is that, just two years ago, a similar analysis suggested that the council was significantly overpaid. I'm guessing different peer cities were chosen for this year's exercise.

Bases on the county property map, it looks like most of the parkland is owned by the Park Board and not public right of way as I understand that term. It's basically just the parkways that are mostly (but not entirely) public right of way.

Ideally all these bodies, plus the state and county and maybe some big nonprofits, would get together and adopt consistent policies to keep ICE from legally making use of as many spaces as possible. But our mayor is not exactly known for facilitating that kind of cooperation.

And non-road areas aren't always owned by who you'd think. Look at Green Central Elementary for instance. It's mostly owned by the school district (another independent entity), but half of the parking lot is city property, and to its north is some Park Board property.

For instance, almost all roads in the city (including sidewalks and boulevards) are public rights of way that are not titled to anyone. That includes *most* of the parkways, even though they're part of the park system. But then *some* of them are Park Board property.

Tom indicated that the Park Board's legal counsel is looking into it, and that's good, because it's all very complicated. I am by no means a property expert, but just from looking at the county property map, it's quite the patchwork.
