I think it's important to remember that Frey had two years of a council that mostly gave him whatever he wanted, and all I remember him doing during that time was tinkering with the city government org chart and then filling it with people who couldn't or wouldn't do the work.

One of the worst things about the 2021 election result was that smart, progressive people who know MPD is overfunded and ineffective decided that they weren't allowed to talk about that anymore β€” forgetting that Frey and Arradondo got the result they got by making it all about "14 bosses."

If you look at the downtown grid, it makes a bit more sense:

- Stevens, Clinton, Oakland and Columbus are "extra" avenues that don't start until you get south of 94.
- Portland is 6th, Park is 7th, Chicago is 8th, and Elliot is 9th. (There are actually a few discontiuous blocks of 9th downtown.)
