poorer people actually need the services wealthy people can opt out of. So they can pay a couple of pence extra in the pound on their historically low taxes, over £12,500 per year, or continue to have shit services. There are not enough rich people to pay for all the services.

it's still an asset as you have somewhere to live. For a few people e.g those trapped by cladding it really is a burden as the debt is more than the currently zero value of the asset. But they still have somewhere to live.
