This is extremely contentious. They are supposed to have readers to check for EMV fares but there are many reports that they often don't. (MetroCard and cash fares receive a paper ticket from an off board payment borne.)

Local buses are not POP but they do perform enforcement when visually observed, sometimes in plain clothes.

On POP routes, they generally stop the bus to do onboard enforcement (an insane practice).

It's a little weird, because mainstream journalism is one of those high-prestige, low-pay positions that is extremely competitive, but I guess most cultural elites with basically numeracy and Excel skills really do want to make money instead.

(2) They don't have enough Special Inspectors to do SBS enforcement, plain clothes local enforcement and also every Manhattan subway station.
