Given Trump's ability to pardon anyone for federal offenses, what's to stop Musk and his minions from committing perjury or any other crime and then receiving an instant pardon? Or them doing so, and Trump holding a pardon over their heads as leverage?

I'm seeing the root question/problem for us now is how do you limit the power of someone(s) who can buy entire governments with the equivalent of their pocket change.
