We've long said that climate policy is industrial policy. Our President Moe Kabbara and VP, Future Economy @bentleyallan.bsky.social dig into what that means and how it's reflected in Budget 2025's shift in Canada's approach to climate policy.

The Financial Post’s Gabe Friedman with an excellent piece on how Canada has joined the U.S. in using a price floor for critical minerals.
This is a big deal and a step in the right direction. 1/3

Canada strikes back: procurement stockpiling & seemingly contracts for difference for nat. graphite & scandium. Also, new offtake agreements, a separation facility for rare earths & synthetic graphite plant.

“Domestic large-scale battery systems’ capacity, which amounted to less than 4 GWh in 2024, is now at over 10 GWh, and is expected to increase to over 60 GWh in 2029.”

They're required for energy transition, semiconductor, defence, electronics, food security (phosphorus, potash) and other stuff. I'd add that their some countries control pretty much all the processing, and advanced material manufacturing. which can be problematic

Interesting announcements following the G7 Energy and Environment Ministers' Meeting: looks like new investments and agreements are coming for graphite, scandium, and rare earth projects in Canada. Waiting for the details.

Looks like the Chinese export control on rare earth and magnetic materials (No. 61) is suspended for at least a year. But it doesn't look like the battery cell/material and key equipment (No. 58) measure, also announced on October 9th, was suspended as well.

While supply gaps for some critical minerals are narrowing, key risks remain
Investment momentum in critical minerals has weakened recently & export restrictions are on the rise
Without further action, copper could see a 30% supply shortfall by 2035 👉 iea.li/3J7S0fQ
Demand for key critical minerals has grown strongly recent years
But major supply increases, led by China, Indonesia & parts of Africa, have put downward pressure on prices, especially for battery metals

🧵(5/5) Here is the original announcement from MOFCOM www.mofcom.gov.cn/zwgk/zcfb/ar...
09.10.2025 19:44 — 👍 0 🔁 0 💬 0 📌 0🧵(4/5) Exporters must now apply for licenses and undergo stricter customs checks. This adds another chokepoint to battery supply chains and targets key equipment as much as commodities and materials.
09.10.2025 19:43 — 👍 0 🔁 0 💬 1 📌 0🧵(3/5) Why this matters: China accounts for nearly 90% of global graphite anode supply. Cathode precursors are critical for both LFP (dominant in China) and ternary (NMC/NCA, widely used) batteries. High-energy cells are essential for long-range EVs and advanced storage.
09.10.2025 19:42 — 👍 0 🔁 0 💬 1 📌 0🧵(2/5) The new measures cover:
High-density lithium-ion cells (≥300 Wh/kg);
LFP/NMC/NCA/LMR cathode material and precursors;
Synthetic & mixed graphite anodes;
but also related production equipment & technologies (graphitization furnaces, coating equipment, mixers, etc.)
