Several experimental branches later and the pathfinding/avoidance is optimised! A combo of NavigationServer and NavigationAgent2D for avoidance seems to have done the trick.

Before we were getting 15 fps on 10+ enemies, now no frame drops at 100+ enemies 😎

Half Life 2 VR is such a good mod, the amount of effort they've put in to make it feel like a VR native game is really impressive. Fighting for my life against barnacles with the crowbar atm.
