Cornelius Fudge is Mitch McConnell. Ineffective, knew something wasn't right all along but decided it was more important to hold onto power than to swallow his pride and work towards putting down something evil. He installed Umbridge to control the narrative and the students.

Elon Musk is Filch. Has no real power of his own so he borrows it from Umbridge. Lives to sow discord, wants to cull people of so called questionable status, and bend institutions to his will regardless of effects.

I can't claim sole ownership of this idea. Trump is Umbridge. Wants power, loves the trappings of the office, hates the people she's supposed to govern. Loves to turn people against each other. Issues numerous executive orders to wrest control.
