How Bosnia Could Break Europe The Return of Serbian nationalism could start another war on the continent

Under the leadership of Milorad Dodik, a collection of Serbian-controlled territories known as Republika Srpska is trying to secede from Bosnia and Herzegovina, writes @ifcbih.bsky.social. Dodik’s actions are a pivotal test for European leaders—and they must respond quickly.

✅Political pillar: Carrot and Stick approach to combine a mix of incentives for reforms with accountability for obstructionism. Aligned with EU’s Growth Plan for the Western Balkans, includes US strategic investment framework in the defense and energy sectors. Expanded scope of sanctions.

✅Human rights pillar: Center the ECHR’s rulings as a basis to reform the political system and eliminate ethnic discrimination, complimented targeted usage of some OHR jurisdictions to enhance Bosnian institutional capacity and the introduction of number of new institutions

The logic is deal with security threats in order to engage with more complex points of Dayton reform, the political & human-rights pillars.
✅Security pillar: New Security Pact – a coalition of US, UK, TR, NOR to provide a transitional security framework for Bosnia until it achieves NATO membership.

The roadmap analyzes the Dayton Agreement's legacy and offers a comprehensive reform plan for policymakers by focusing on security, political, and human rights pillars to address ongoing challenges and promote stability in Bosnia and Herzegovina.

As part of my academic work of analysis and possible creation of American policy towards the Western Balkans, with a focus on Bosnia and Herzegovina, today I had a very useful conversation with Assistant Secretary of State James O'Brien.
