The irony is that Biden had essentially the same peace deal set up when he left. It likely would have been executed regardless of who won the election. Swing state nonvoters comprised only about 15% of the nonvoting population. However, the margins were so slim in swing states that even this "small" group would have covered the difference dozens of times over. (Of course, that's assuming they voted blue.)
