Yeah. What I saw in Baton Rouge was people who lived outside the city, and outside the school district, who got to set tax policy for the city. Not great!

Reminds me of the East Baton Rouge Parish mayor/president system. The whole parish (Louisiana equivalent of a county) gets to vote for who would be simultaneously mayor of Baton Rouge and president of the rest of the parish. So the suburbs get to vote for who will be mayor. It's not great!
