Policy implications exist for Indonesiaโ€™s long-term strategic behaviour, the dilemma Indonesiaโ€™s strategic culture presents for external powers & how Aust should best strategically engage with SEA in a manner that does not undermine Indonesiaโ€™s leadership or territorial integrity

One strain is inward-looking, driven by a sense of vulnerability and focused narrowly on Indonesiaโ€™s territorial integrity as an archipelagic state and domestic development agenda. The other is outward-looking, driven by Indonesiaโ€™s sense of regional entitlement.

This issue examines how Indonesiaโ€™s #maritime policies have been made within the context of strategic culture, in which two strains, shaped by different interpretations of its geography and strategic history, coexist in tension.

The article concludes with recommendations to the latter such that they may preserve their interests and advance cooperation with Indonesia while avoiding the elements of โ€œnavigationโ€ issues that could otherwise shipwreck those relationships.

Bradford & Darmawan describe three historic cases where these divergences have flared to become diplomatic incidents, and it examines points of friction that could adversely impact Indonesiaโ€™s future relationships with status quo sea powers.

Historical narratives have played a significant role in how states assert their rights and entitlements in the law of the sea before and after the adoption of the Convention.

This analysis highlights how cable repair and maintenance rulesโ€”like licensing and permitsโ€”are used politically. When filtered through Chinaโ€™s broad maritime claims, these technical processes reinforce power imbalances and influence the regionโ€™s digital future.

Iโ€™m late to the party, but this article highlights a really important need. Maritime issues arenโ€™t the niche they used to be. Theyโ€™re informing mainstream conversations, and literacy matters. (We could add freedom of navigation to the articleโ€™s themes, given recent ๐Ÿ‡ฆ๐Ÿ‡บ reactions to PLA vessels.)
