That a patent is granted by the USPTO does not mean the patent is not infringing. That can only be determined in civil court. Also, in my experience patents are easy to secure, if you can pay a patent lawyer.

"Rank Choice Voting" is a kind of ballot, but not a specific voting system. If you mean Instant Runoff Voting, that system has a lot of problems. They can be solved by choosing a condorcet system or something like range voting / STAR

In many countries it's not an annexation process, it's a higher level of government (provincial or federal) doing "administrative territorial reform" by splitting or merging municipalities. If it's part of their goals, they can choose to leave the city separate from suburbs.
