That a patent is granted by the USPTO does not mean the patent is not infringing. That can only be determined in civil court. Also, in my experience patents are easy to secure, if you can pay a patent lawyer.

You are talking about an area, "Los Angeles County", and I am talking about a process, "administrative territorial reform". Territorial reform is effectively not done in California.

In many countries it's not an annexation process, it's a higher level of government (provincial or federal) doing "administrative territorial reform" by splitting or merging municipalities. If it's part of their goals, they can choose to leave the city separate from suburbs.

It happens in SF too. But I think it's specifically IRV, not just any ranked choice voting system, that encourages this.

The whole ATCOR idea really suggests there's a chance income tax can be replaced entirely, and I'd love to see real world studies where a place with LVT starts reducing income tax, whether long term tax income remains fairly stable despite the reduction

Does it matter for that rule that Austin has much larger average lot sizes?
