But usually those agreements are benign. I know dozens of NED funded orgs whose missions are simple things like minority rights or raising concerns of women and girls.

NED funds tons of organizations and, in my experience, hasn't exerted any real influence over their work. The same applies to Open Society and a few others, which fund a significant number of human rights organizations based on what is seen as a shared objective, i.e., highlighting oppression.
