Forecasting issues: - Flash flood forecasting and warning is difficult for a number of reasons - Numerical models are generally poor at predicting warm-season convective precipitation (e.g., Novak et al. 2014) - Small time and length scales add to the problem - Very small differences between “event” and “non-event” days - Must not only predict rainfall, but hydrology as well (NWS uses hydrologic models for this purpose) - Since most flash floods occur at night, warnings are not as effective (people are sleeping) - Difficult to “rouse public concern” about rain, which is normally a benign weather event, as opposed to tornadoes and other severe hazards (Doswell et al. 1996)

Based on some of the reactions and comments I am absorbing by average people and elected officials, I think there needs to be a serious explanation and lesson on what the limits of predictability are for floods like the one in Texas.

There have been claims that NOAA/NWS did not foresee catastrophic TX floods--but that's simply not true. This was undoubtedly an extreme event, but messaging rapidly escalated beginning ~12 hrs prior. Flood Watch mid PM, "heads up" outlook late PM, flash flood warnings ~1am.

Calvin and Hobbes is still one of the best parts of my childhood, and those comic strips hold up today.
