Thanks Dave! You're right - looks like the VAT itself is 21.53% of the price of the goods in the shipment and then there's a UPS charge on top of that.

I found a Dutch govt website that does say 21% (not sure where the extra half percent came from but whatever).

This was UPS, so I can still call, but the estimated wait time is over an hour, which makes me want to tear my hair out.

Also not clear what happens if I don't pay it, but I almost didn't even open the envelope because I thought it was probably junk mail.

It's annoying, but I could handle this bill. But I can't handle random unpredictable bills on an ongoing basis.

Don't know if I should be expecting similar bills for other packages I've shipped.

I'm worried I may have to stop shipping internationally for the foreseeable future, which sucks.

I got a bill from UPS for a VAT on a package I sent to the Netherlands, which has already been delivered.

The bill is $35 for $121 worth of merchandise. No idea how this is calculated or how to find out what I might be charged for shipping elsewhere.
