They changed it later and admitted it was in error, but orgs doing this need to be fined, there are way too many worthless copyright strikes going out and forcing them to back down can be incredibly expensive at times, there needs to be a penalty for just letting some software error take the blame

The cost & complexity seems compelling, though tech is reducing both, but tying behaviour must be harder with things like GDPR restricting data gathering. Though platforms like Amazon, Twitch, Steam all target commercial advertising based on personal behaviour on those platforms
