The best education systems in the world are 100% public. When every kid goes to public school all parents, including the rich ones, want the public schools to be good. Oh, and its great for social cohesion.

I agree, the results shouldn't be published but the data is useful at student level. For teachers to assess with same accuracy would be a big ask. Teachers and schools need to explain the actual purpose of the tests. NAPLAN results help teachers target students who need support.
