No one is exactly sure. Commissioner Chang specifically criticized PJM for allowing a number of projects rather than MW of capacity.

I would expect at least some renewables + storage to seek RRI status, but have no idea what proportion they will make up of the final projects selected.

This is basically how network upgrades are handled on the generation side outside of RTOs. Generators fund the upgrades; once the upgrades are operational, gens get reimbursed over 20 years. (approved in Order No. 2003-B)
