No one is exactly sure. Commissioner Chang specifically criticized PJM for allowing a number of projects rather than MW of capacity.

I would expect at least some renewables + storage to seek RRI status, but have no idea what proportion they will make up of the final projects selected.

In better news, FERC also accepted PJM's Surplus Interconnection Service filing. This is a no-brainer improvement which will allow additional resources to come online, using capacity that's currently underutilized.

Commissioner Chang dissents on similar grounds, stating clearly that if RRI is intended to meet 2026-2030 reliability needs, it would have to include guardrails to ensure selected projects are actually ready then.

The order accepts PJM's filing, with no compliance obligations. Commissioners Phillips and Rosner file a concurring opinion, making clear that they only supported RRI because it was structured as a one-time process. They voice concerns that RRI projects may not be ready on schedule.

PJM claims it needs additional resources to come online via an existing cluster to meet regional resource adequacy - which could be viewed as a vote of no confidence in its own interconnection process.

RRI is the next in a series of proposals for queue-jumping or queue prioritization - the former (like RRI) moving up the timeline for certain projects to connect to the grid, the latter (like MISO's queue cap) allowing grid operators to reduce the # of applications considered.

The vote is 3-1, with Christie, Rosner, Phillips supporting. Commissioner Chang dissents. Commissioner See did not participate.

This is basically how network upgrades are handled on the generation side outside of RTOs. Generators fund the upgrades; once the upgrades are operational, gens get reimbursed over 20 years. (approved in Order No. 2003-B)
