I know folks at the MTA who could make 2x as much in the private sector but work there bc they are passionate about improving transit, and yet every reply is about how the MTA is stealing money to fund executive salaries

It is much more certain to get things done when the work is shared among hundreds of municipal councils, cities and regions. It isnโt dependent on a certain political coalition at the national level โ Iโve seen three during my career and they all have been disappointments.

These programs weren't set up this way simply for the benefit of recipients. They are by design also a subsidy for American agriculture. That's the longstanding red-blue, rural-urban political deal of it. Like how they're getting nuked by the trade war, they are cannibalizing their own coalition.
