You misunderstand the law. Federal employees are not forbidden from publicly stating their personal opinions. They cannot speak for the gov't nor expend gov't resources, however.

That is because they are not authorized to speak on behalf of the federal government. However, they are not forbidden to discuss any part of their employment, as alleged.
Also, they may be too embarrassed to publically acknowledge their activities, if they work for ICE for example.
Perhaps, if you do have family members in federal employment, you really should consider that they are just trying to avoid you, because there is no prohibition.
