I dunno, I don't understand any of this stuff. I like my cocktails, but my palate is not educated enough to appreciate the difference between a $40 bottle and a $100 bottle (to say nothing of anything beyond that).

this is all true, but i think the harsher reality at play here is that pennsylvania state republican legislators actively want philadelphia to suffer and look bad because it is an extremely diverse city. an immiserated population with reduced mobility will be easier to round up.
