According to former Sega hardware designer Kenji Tosaki, the Pluto was developed by Sega of Japan. 5 units were made. It was intended to be a device for a subscription-based game distribution service. It was too expensive, so the project was cancelled.

At the time, he was working as a chara-designer on Hybrid Heaven and Skies of Arcadia, 2 games in which he is not credited. He left the VG industry shortly after.
