I arrived here from thinking the funding DHS received makes sense if ICE were to be repurposed, and also that it is likely far easier than reforming the FBI to the extent the regime requires.

NSPM-7 is a signal, but I think constantly framing ICE as regular law enforcement is more telling.

To expand on this, calls to "punish" Minneapolis by withdrawing ICE forces bump up very close to the fact that ICE was not wanted to begin with.

If their mission is rhetorically expanded to "combat domestic terrorism", pretext doesn't matter and murdering citizens becomes permanently justifiable.

Since July, I have speculated that rhetorically, at some point the scope of ICE's mission will be dramatically expanded.

The only change here is that I think this is likely to happen much sooner than I originally thought.

Unless you're specifically trying to meet genre expectations, I don't think that's a flaw. Of course reading can help you write better, and absolutely do if you want to, but it's not required to tell a good story
