Like fast RE shuttle between Kassel and Göttingen via the high speed line would be a game changer, and the volume of ICEs on that route isn't that huge. Might even be able to use decommissioned ICE formations there when the ICE 1s start going

I do think they still need to expand seat capacity quite a bit before they can do that. For the meantime, I think they could start filling up some free capacity on high speed lines by adding fast regional trains into gaps, possibly with discounted track access charges. Kassel-Göttingen for example

We do have Stadtbahn creep though, Erfurt calls its tram a Stadtbahn because they did a bit of grade separation and the infrastructure/traffic calming allow for alright speeds. I guess they also have raised kerbs for level boarding, looking at you, Bremen

I think the weird thing with German Stadtbahns is that as opposed to American light rail, they were initially conceived as a sort of pre-metro where they would ultimately become a fully fledged U-Bahn, and the the branding was accordingly chosen, before the funding for full conversion ran out

And that law afaik was a bone tossed at the eurosceptics in parliament to get the tunnel approved because god forbid cross channel travel becomes too convenient

I think the actual problem would be changing the dumb channel tunnel law that requires security checks for trains that go through it, on board passport controls aren't as much of an issue
