Got this pretty boilerplate response back from the research coordinator. It's worth noting that, while they say they did this "In order to comply with federal mandates", they are complying in advance under the mere threat of funding being taken away.

The article is paywalled so I can't be sure what he's talking about but we use Cloudflare on our clients' sites and have had this setting turned on for a while. Our clients are mostly authors, so protecting their IP (which includes book excerpts, author's notes, etc.) is important to us.

Someone opened an AT&T account in my name recently and it was like having a second full time job getting them to fix it. If they locked down their new account procedures a bit it all could have just been avoided but I'm sure someone at AT&T did the cost/benefit analysis

We should be able to bill companies for the time we have to spend fixing their mistakes.
